The event is all ages and open to the public. You will need to purchase an Oktoberfest Experience ticket (or any of the VIP experiences) to purchase and consume alcohol within the festival grounds (this is a 21+ ONLY ticket). Bier Hall access is open to all Oktoberfest Experience, VIP Experience and Premium VIP Experience ticket holders.
